Bharatiya Neeti Samvad Kendra (BNSK), the policy research and advocacy arm of the PK Foundation, based in New Delhi, is an emerging Indian think tank committed to shaping a just, self-reliant, and inclusive Bharat. Grounded in India’s civilizational wisdom - including frameworks such as Panchmahabhuta, Arthashastra, and Swadeshi economics - BNSK integrates traditional knowledge systems with contemporary policy tools to address complex developmental challenges.

Among the most pressing of these is the entrenched rural-urban divide, which continues to undermine India’s holistic growth trajectory. Despite numerous welfare schemes and policy interventions, implementation deficits at the grassroots level - particularly in rural and peri-urban regions - have resulted in large-scale distress-driven migration to Tier-1 and Tier-2 cities. This migration, far from being aspirational, frequently leads to the proliferation of informal settlements lacking access to basic services, as evidenced by the presence of over 700 JJ (Jhuggi-Jhopri) clusters in Delhi alone. These communities, while integral to urban economies, remain largely invisible within formal planning and policy frameworks.

 

BNSK recognises that bridging this rural-urban continuum is not merely a social imperative but a strategic necessity for inclusive national development. To this end, BNSK positions itself as a catalytic platform for designing and delivering integrated, context-sensitive, and people-centric solutions that can address structural gaps in both rural and urban systems. Our core interventions focus on: (1) policy innovation that connects rural sustainability with urban resilience; (2) development of grassroots governance models to enhance last-mile service delivery; (3) livelihood generation and skill-building programs aimed at reducing distress migration; and (4) the formulation of urban planning frameworks that are inclusive of informal settlements and aligned with socio-cultural realities.
 

Functioning at the intersection of research, dialogue, and action, BNSK engages scholars, policymakers, practitioners, and community leaders to co-create knowledge and translate it into actionable policy reforms. Our work is structured around six thematic pillars: Governance Reforms, Economic Strategy, Social Inclusion and Public Discourse, Sustainable Development and Environmental Innovation, Human Capital and Justice, and International Cooperation and Climate Justice. Through evidence-based research, policy briefs, stakeholder consultations, and community-engaged initiatives, BNSK strives to redefine the policy landscape in a way that is both rooted in India’s indigenous epistemologies and responsive to contemporary governance needs. In doing so, BNSK aims to serve as a bridge between knowledge and action - connecting Bharat’s enduring wisdom with its future aspirations
