His ambassadorial roles in Qatar and Italy, alongside his work as Permanent Representative to UN Organizations in Rome, showcased his steadfast advocacy for sustainable development, food security, and international cooperation. Even beyond his official diplomatic tenure, Ambassador Fabian’s service to society has been unwavering. As a visiting professor at Jawaharlal Nehru University and the holder of the KPS Menon Chair at Mahatma Gandhi University, he has mentored countless students and future leaders. His association with organizations like the Indo-Global Social Service Society and his authorship of books on geopolitics reflect his enduring commitment to fostering dialogue, understanding, and positive change. Guided by Dr. Chandrashekhar Pran – Visionary Leader and Strategic Advisor on Rural and Tribal Development Bharatiya Neeti Samvad Kendra (BNSK) is honored to be guided by Dr. Chandrashekhar Pran, a distinguished visionary leader, social reformer, and governance expert committed to strengthening grassroots democracy, rural development, and tribal empowerment. With decades of experience in policy advocacy and institutional reforms, Dr. Pran has been instrumental in bridging traditional wisdom with contemporary governance models, ensuring inclusive and sustainable development for marginalized communities. A former Director, Nehru Yuva Kendra Sangthan, Ministry of Youth Affairs and Sports, Dr. Pran took Voluntary Retirement (VRS) to dedicate himself to grassroots governance and citizen-led policy reforms. He founded Teesri Sarkar Abhiyan, a pioneering initiative that works to empower Panchayati Raj Institutions (PRIs), strengthen local self-governance, and drive participatory democracy. Through this movement, he has played a transformative role in redefining community-driven governance, making it more people-centric, transparent, and sustainable. His vast experience includes serving as National Director of Nehru Yuva Kendra Sangathan (NYKS) under the Ministry of Youth Affairs and Sports, Government of India, where he played a crucial role in youth-led rural development, decentralized governance, and capacity-building programs. His contributions to the localization of Sustainable Development Goals (SDGs), social security for Panchayats, and participatory rural planning have shaped national dialogues on self-reliant villages, tribal welfare, and governance innovation. At BNSK, Dr. Pran’s expertise is guiding policy research, governance reforms, and sustainable development strategies. His insights are helping shape key initiatives in rural and tribal empowerment, strengthening Panchayati Raj Institutions, decentralization of governance, and participatory policy-making. His contributions are also driving impactful programs focused on sustainable development, SDG localization, social security for local governance structures, and youth mobilization for rural progress. BNSK is privileged to work under the guidance of Dr. Chandrashekhar Pran, whose strategic vision, leadership, and commitment to grassroots transformation continue to inspire policymakers, scholars, and changemakers across India. Dr. Sanjay Paswan

Dr. Sanjay Paswan is a distinguished veteran intellectual, seasoned political thinker, author, educationist, and social reformer, whose public life spans governance, scholarship, and sustained engagement with issues of social justice and inclusive nation-building. Born on 2 May 1962 in Navtolia village, Darbhanga district of Bihar, he emerged from a humble socio-economic background to become a nationally respected voice in Indian politics and intellectual discourse. Dr. Paswan is academically accomplished, holding postgraduate qualifications and a Doctorate (Ph.D.), which has deeply informed his approach to public policy, education reform, and social empowerment. His intellectual grounding has always complemented his practical experience, enabling him to bridge theory with governance and grassroots realities. He was elected as a Member of the 13th Lok Sabha (1999–2004) from Nawada constituency, Bihar, where he actively participated in parliamentary debates and committee work. During the Atal Bihari Vajpayee–led NDA Government, Dr. Paswan served as Minister of State in several crucial ministries, including Human Resource Development, Social Justice and Empowerment, and Communications. In these roles, he worked toward strengthening educational access, institutional equity, and inclusive policy frameworks, particularly for marginalized and underrepresented communities. Beyond ministerial responsibilities, Dr. Paswan has played a significant organizational role within the Bharatiya Janata Party (BJP). He served as the National President of the BJP Scheduled Caste Morcha and was also a member of the party’s National Executive, contributing to ideological articulation and organizational outreach. His leadership has consistently emphasized constitutional values, social harmony, and democratic participation. A veteran thinker and author, Dr. Sanjay Paswan has made notable contributions to Indian intellectual life through his writings and editorial work. He is widely known for his association with the “Encyclopaedia of Dalits”, a seminal scholarly effort that documents histories, ideas, and contributions of Dalit communities in India. His work reflects deep engagement with political philosophy, social movements, and the evolving nature of Indian democracy. Through books, essays, lectures, and public dialogues, he has continuously shaped informed debate on equity, dignity, and social transformation. At the state level, Dr. Paswan served as a Member of the Bihar Legislative Council (2018–2024), where he continued to contribute to legislative deliberations, policy guidance, and institutional development. His career reflects a rare blend of academic rigor, administrative experience, and moral commitment to public service. Bharatiya Neeti Samvad Kendra is blessed to be guided by Dr. Sanjay Paswan Ji as its Visionary leader and Honorary Advisor, whose vast experience in governance, scholarship, and social thought provides invaluable direction to the institution’s policy research and dialogue initiatives.
